The following are guidelines that will clarify published Boy Scout requirements and Troop 746 expectations. This is not a new list of requirements.

  • You are an example to other Scouts. Act as an exemplary Boy Scout. Be a good example at all times.
  • Wear Class A or B uniforms (as directed) at all Scout meeting and activities, unless granted an exception for a specific event or timeframe.
  • Being a Scout means teaching other Scouts the necessary Scouting skills. Be active in teaching and demonstrate Scouting skills to other Scouts. This will be judged by how often you are seen teaching.
  • Demonstrate leadership regardless of whether you are holding a leadership office. This includes waiting for a position, as well as after you time in office is completed. Completing and getting signed off on a leadership assignment does not mean you may stop being a leader.
  • Demonstrate initiative. Help with patrol and troop work without being asked. Help other Scouts with advancement or tasks. "A Boy Scout advances from Tenderfoot to Eagle by doing things with his patrol and troop, with his leaders and on his own." (Advancement Committee Guide)
  • Regular attendance and full involvement in troop activities are necessary or complete the above expectations. Regular attendance is defined by 80 percent attandance at meetings, fruit unloading and distributions and camping trips. This must be a priority in your schedule.
  • Scout Spirit--explain what it is and demonstrate it in your Scouting and regular activities. "Demonstrate living the Scout Oath (Promise) and Law in his daily life." (ibid)

Additional Considerations

Guidelines will be provided for the Boards of Review to consider, as they evaluate each Scout before them.

Life to Eagle - Troop 746 Guidelines

The following are guidelines that will clarify published Boy Scout requirements and Troop 746 expectations. This is not a list of new requirements. The first section outlines expectations, the second section explains the process of obtaining approval.

Expectations

Excused absences will not count against this percentage. This must be a priority in your schedule.

Process.

1. Upon obtaining the rank of Life Scout, the scout shall meet with the Scoutmaster to review the following:

A. Do you want to be an Eagle Scout? (When the Scout states he wants to be an Eagle Scout he is considered an "Eagle Candidate".)

B. When will you be 18 years old?

C. Eagle candidate shall be provided an Eagle Scout Project workbook. (No. 18-927)

D. What required merit badges still need to be completed?

E. Selection of an Eagle adviser from a list provided by the Eagle Committee. (Eagle advisers shall be trained in Boy Scout Fundamentals.)

F. The Scoutmaster and the scout shall establish goals at this time.

NOTE: The above meeting shall take place within 4 weeks of the Scout achieving Life.

2. The adviser shall meet with the Scout and his parents within 4 weeks of being selected as the boy's adviser The adviser shall, in detail, explain to the Scout and his parents what is expected of the Scout during his Eagle quest. The Scout, Scoutmaster and adviser shall sign a certifying form (form E-2) that Eagle candidate has received the Eagle packet and that he understands the process for him to achieve the rank of Eagle.

The adviser shall be available to the Scout as needed but shall meet with the Scout at least once per month to review progress. The adviser shall meet with the Troop Committee to discuss progress and/or problems with his Scout. This shall be done on an as-needed basis since the Scout will be meeting with the committee regularly as well.

3. The following are requirements that the Eagle candidate must satisfy:

Action 1 - Continue to be active in the troop for the period after achieving rank of Life.

A. Careful planning of Eagle requirements is an important component of thisprocess but there may be occasions that a Scout cannot attend a scout meeting, function or camping trip. The scout must complete the Troop's excused absence form (obtain them from Mr. Bill) and have it signed by the Scoutmaster or Committee Chair. If granted, it will not be held against the Scout. Please note that the request must be for a legitimate reason: family or school event (not a night at the Mall). Scoutmaster/Committee Chair will be final authority for determining an acceptable absence. To aid the Scout in monitoring his Troop participation, and avoiding any conflicts, it is advised that the Scout, as well as the troop, maintain attendance records.

B. Scout shall attend the first regularly scheduled committee meeting after achievement of Life Scout. The Scout shall report to the committee every other month on progress of merit badges and Eagle project.

Action 2 - The Scout shall receive the Eagle Application Kit (No. 58-728) from the Baltimore Area Council Service Center or Scoutmaster. It is the Scout's responsibility to complete the forms and paperwork as he progresses through the steps. The Eagle adviser shall guide the Scout throughout the process.

Action 3 - The Eagle candidate will meet with the Troop Advancement Chairman to verify all merit badges. This shall be done as early as possible to avoid any potential problems.

Action 4 - The Eagle candidate will keep a record of his service in a position of responsibility and have the Scoutmaster sign his Scout book timely.

Action 5 - The Eagle Scout Service Project must be approved by the following:

a. The Troop Scoutmaster

b. The Troop Committee

c. The Council or District advancement committee

All the above must approve the Project before any work may start. The Scout must use the Eagle Scout Leadership Service Project Workbook, No. 18-927, in meeting the requirements.

Action 6 - When the Eagle Scout candidate and his Eagle adviser have concluded that all of the above requirements are complete, the Eagle Candidate must complete his Eagle Log and present it for review to the Scoutmaster, Troop Committee and the District Board of Review.

The Eagle Candidate shall request a Scoutmaster's Conference. This conference will include other adult leaders in the troop and will review his records and his completion of all Eagle requirements.

Action 7 - The next step after the Troop Committee is satisfied, is to request the District Advancement Committee (currently, Mr. Jim LaVey) to schedule a District Board of Review ASAP. After the Board of Review is complete and the Eagle Candidate has passed, he is now an EAGLE SCOUT.

NOTES: The Eagle candidate must complete all requirements for Eagle - Project, all paperwork, and their Scout book - and turn it in to the Scoutmaster before the Scout's 18 th birthday or the Scout will lose the rank of Eagle. The Board of Review may be conducted after the Scout's 18 th birthday.

The Eagle advisers Committee shall meet quarterly to review the progress of the Eagle candidates and report to the Troop Committee on any problems that a scout or adviser is having.
